World I be able to bolt 1/4" flat strap or angle iron to the top of 4 brackets on 16 wide panels to use as a brace to keep the ladder from slipping?

Not sure how you are planning on attaching your ladder, however, we have installed flat straps to these in other circumstances. It should not be used for anything structural because are are still dependent on the upright leg of the panel. I am not an engineer and you should probably get final approval from Roof Panel Manufacturer.
