Will it fit a plus size woman? Like size 16?

I wear a size 18 normally and it has zero stretch to it. It didn't even come close to fitting for me.

If im 5'4, 150 pounds what size should i get?

Im 5’3 and weight 116. I ordered a small and it fits perfect, and larger and it would slide down any smaller and it would not close. Hope that helps a little.
