What size would fit a woman size 18/20?

I wear a 16/18 and bought an XL. It is a little large for me but I don't like clothes to be too snug so it is perfect for me.

Which size would you recommend? I am normally a size 10; but will need to layer up for outside wear.

My wife is a size 12 and ordered Medium and there was ample room to wear a thick T-shirt underneath.
