Would this tape work on sealing an aluminum joint (aluminum to aluminum)

Yes should work – I recently applied it to a lead flashing and it ha sealed very well.

does it need any primer to use on concrete ?

I didn't use primer and have had no problems whatsoever.

Please, will it adhere to plastic?

This will adhere to pretty much anything. I got it to adhere to rough wood.
