No, it doesn't lock when extended. It is quite easy to secure in position with tent pegs for outdoors or a couple of brackets indoors.

Is this wooden fence pre coated or do I need to coat it in something

It might have a clear coat on it, but it looks like plain wood if i'm honest. It looks very nice as it is, and if you paint it you may ruin its flexibility, one point it will make tough, please check sizes, it might not as big as you think,,
