Can you format the 8gb sticks for exfat or ntfs?

As far as I know both but NTFS is the better option

Are they compatible with Windows 11

I run Windows 10 at present but I can think of no good reason why any memory stick wouldn't work using Windows 11. All other memory sticks I have used tend not to be operating system dependent. Go ahead and if for any reason they don't work get a refund.
