Does it dry clear? Also will it bond plastic hinges to glass? thanks

It drys clear. "Cement" is a misnomer; it more of a solvent, softening the acrylic parts slightly so they will stick together. There is little trace of it after it dries. It will not work with glass as it cannot dissolve glass and has no strength on its own, or "plastic" in general; it is specific to acrylic plastic.

Is this the very same as the thin acrylic welding cement? Just thicker viscosity? I need to weld pieces that are slightly rough and don't want to sand

It is thick but not welding strong if two pieces are glued. Four pieces in a box shape it is stronger. If you need strength use the product in the can .

Once dried/cured, is it toxic or nontoxic? Can it be used in the creation of a plant & animal terrium with a water pool at the bottom?

In my opinion ... Yes .. it should be fine and non-toxic when dry... when it's wet it probably is toxic.. it dries very quickly. use it in a well ventilated space to avoid the fumes .. (I compare the smell and consistancy to the old type Model car glue) I actually used it to fix one of my partial dentures. they broke completely into.. its very hard to see where they broke and I can not feel it at all..... hope that helps you with your question

I doubt it, because I doubt that the part is made of acrylic/polycarbonate.
