Being lacquer based, I would say no, I believe the lacquer solvents would attack and likely melt styrofoam. Better to used a water based acrylic or latex type finish on styrofoam.

As an aerosol being sprayed, yes it is flammable. Once the paint is applied and dry it's perfectly safe.
