Does this make your running boards slick when wet?

My tires look more brown than black because of another product. Will this help to make the tires black again?

It will help but without seeing your tire or knowing the condition, or prior dirt on the tire, or cleaning method used, we can’t know for sure if it will be perfectly black. But I have had very good results on many brown tires.

Can this be used on gloss black 3M vinyl?

I use it on on all kinds of items and have used it on vinyl. You will need to wipe it down after next day to remove excess.
