Can you lubricate the rubber seal on this toilet to keep the seal good. If so is plumbers grease ok to use?

If it is silicone based, yes. Do not use a petrolium base like Vasoline, it will eat the rubber.

Does this also seal the ball also?

It seals the bowl to the base and, most importantly the bowl to the ball valve. Make very certain you clean any scale/minerals from the ball valve & the bottom of the base.

I purchased the sealand 510+ from amazon on aug 28, 2019, received it and installed it after labor day. today it will not hold water. resolution?

Had a very similar issue with the one I installed and have had the same issue with other types of seals. The solution I have found that works the best is go to the hardware store and buy a tube of plumbers grease and apply a layer of grease to the underside of the seal where the sphere slides against the seal. It has a tendency to get dry and not form a water tight seal against the sphere. Cheap fix hope this helps!
