How successful would this unit be in heating a 2 car, non-insulated garage?

It depends on a couple of factors. 1) What’s the temperature outside (I.e. below freezing or above) 2) time (this device forces air). In my opinion it will not work well for that purpose if the average temperature is near or below freezing.

Does it heat better on the ceiling or floor?

It is 1500 watt heat more than enough on table or on floor. Ceiling do not suggest but heat area up to 250sqft

What is the high temp safety shut off temperature?

No offense but this heater stinks it looks great but that's it, do not buy this product

My dura heater 1.5 kw. 120 volt heater the thermostat fell apart in it so i need a new thermostat where can i ouder one?

I would try to return it. I don't think you can buy parts
