Can I put these over windows?

They do not work to block traffic noise on windows. I purchased this product, did not change the noise level at the window next to my desk.

How do you stick these to the wall?

I did not stick mine directly to the wall. I used and adhesive from Lowes called "Power Grab" and stuck mine to a sandwich of two acoustic insulation boards with sound blocking vinyl in between. (Many thanks to the company that showed their product in a cut away view) then I glued the BXI panels to that. My panels are 1 foot by 4 feet and are arranged in two colors green on top and white on the bottom. Good luck on your project!
