I think this is an error on the Amazon site as you can buy it on just about every other medical site as FSA/HSA eligible. Of course those sites are all more expensive. I don't know why Amazon hasn't fixed this yet.

Q: How to install this new swivel tube without breaking something? It is useless without the 2 plastic wings.

At the ends of each gel wing there is an opening. You slide the Velcro piece from your head piece through each side.
