The MO-100 is used to measure low resistance if that is what you are measuring in the lightning protection it should be a good one.

Is this a crank megger? Or how do you check for shorts? By cranking or by pushing a button?

This is not a megger. This is a mili ohm meter. Megger device called as mega ohm meter. Amprobe also has that product and it works well , mine was not crank, but by pushing a button.
