This was one of the worst -- with respect to quality and the amount of work required to put it together. The balloons are extremely thin and fragile. They popped spontaneously throughout the party (filled with helium). The tissue balls are tiny and you have to make them. The tassle banner -- you have to fold them and twist them and tie them and hang them. Each one. The only thing I liked and thought was nice quality was the Happy Birthday Banner and the mermaid and shell banner. These are made out of thick felt and looked nice.
