Does this work for low power transmitting?

He he...Well... Yes it could work as a low power FM directional antenna...You would only want to use this if you were wanting to direct your signal in one direction (Smaller elements going in the direction you want to transmit). This antenna is of course designed to be use as a receive FM broadcast band antenna but sureit could be used as a low power (I would say under 10 watts) FM transmit antenna...If you want your signal to go in all directions (omindirectional) then this would not be the antenna you would want to use...There's plenty of resources on transmit FM broadcast band antennas (Comet made a ready made 5/8 vertical that works quite well). But if you are after a DIRECTIONAL low power FM broadcast band antenna yes you could use it but you would not want to transmit much power as the antenna is not tuned to your transmit frequency so you'll have a lot of reflected power which could damage your equipment...But if you are talking just a few watts you should be fine.

the end opposite the loop element faces the source, typical of a yagi antenna... ie, the end with the smaller elements points to the station one wants to receive.

Has anyone used this to get channel 6 (wpvi) hdtv signal in philadelphia?  i was thinking of installing this in my attic.

TV Channel 6 would be at the lower edge of this antennas bandwidth, I would give it a try.

Will it work with a scanner with an adapter?

It's designed for FM radio frequencies.  88MHz to 104MHz.  It probably wont do much for your scanner if it operates at frequencies outside that band.
