I need a pan with an absolutely flat bottom, not convex where the oil slides to the sides. Is this pan guaranteed flat? Or convex?

It's a little convex. Oil tends to form a ring around the outside edge.

can it be used with metal cooking utensils?

No matter the surface, any hard material will eventually abrade the surface and destroy the non stick characteristic. Even sponges carry grit. I have used mine over 300 times, rinse and clean it with my fingers, liquid soap if its greasy, and cook with a soft plastic spatula. I also never use it on high heat. So far it's perfect. No sigh of non-stick degredation.
