How long should the aroma last?

It depends on what type of bag you put it in. A net sachet lasts 2 to 3 months. To freshen up the bag, just rub between your hands and more scent is released. I have also made dryer sacks and they last for 8 to 10 dryer loads. When I am finished with it I cut it open, sprinkle it on the carpet and vacuum it up which releases one final scent of lavender!

Can this be used with added water in an electric popouri pot?

Yes, of course. DC Caruso, that's what popouri is. Dried flowers and herbs.
