No-The Retron 5 does not have an N64 slot so this will not fit.

So this should allow me to play pal games on ntsc console?

From my understanding all nintendo 64 games and consoles are compatible with each other, they have restrictions by putting tabs. That is the only thing that differentiates all nintendo 64 units.
