This is NOT a "toddler" tutu. It fit me and I wear a size 12 in women's.

This is cute and will work well for my daughter's 2 year birthday outfit.  The silver part is stuck on and not glitter which is nice, and it says that this will fit for quite some time! I think all in all a good buy!
