Will this cover fit a Fender Cyber Deluxe amp?

Best to take the measurements and compare. Fender covers can fit other models.

Does anyone know if this cover fits the blues deluxe reissue amps? The cover my amp came with is really tight and is making the tweed wear off.

Yes! Both amps are the same size.

I ordered this on 318 and checked it this morning and it says it's a black vinyl ordered specifically fabric what do I do

It says black vinyl in the product description. For the price you won't get a premium cover but this one is okay to keep dust or rain out and light scuffs. You'll pay minimum $40 plus for premium covers.

will this fit a blues deville 4 x 10?

Will fit over it but will be too short and too big all around
