A: It is according to what's in the package: water, poloxamer 188, PEG-90, Carboner, sodium hydroxide

**Q: Is this a cleaner or a moisturizer?**
A: It's an eyelid cleanser basically.  It probably has some moisturizer component.

**Q: Yes after applying this do I wash it off**
A: Yes, I always do because my ophthalmologist told me that it's best to rinse after cleaning the lids, no matter which product you use. I often use this after a warm compress to wash away any gunk that has been expressed from my oil glands.

**Q: What is difference between this and the lotion?**
A: Having not used the lotion, just from the word description, I would say one’s a gel and one’s a lotion.
