Can I use to remove stains in swimming pool?

What stain/s an acid will remove depends on the stain. Acids will dissolve minerals so it would be effective on hard water and rust stains. Type and strength also play a role in both effectiveness and safety. NOTE; a pool traps heavier gasses people have died mixing chemicals. Do not mix chlorinated products with others, this includes chlorine bleach and or hydrochloric acid/muriatic. While many will grab cheap hydrochloric and use it too strong which will get the job done fast it can destroy the product being cleaned and take one's face off. So, you might find using citric acid less effective if it works its a lot safer for you what you are cleaning. In general, not always, acids will not bother plastics however will attack minerals like glass, concrete and metal so its usually in a plastic bottle. So you shouldn't have to worry about vinyl or painted surfaces. Strong acids will etch concrete, hydrochloric will eat holes in it. You can often use weaker/diluted or safer acids to do the job by adding dwell time, time it stays wet, to accomplish the task. 
Acids can also reverse tannin stains. brown stains on cotton and wood, possible for dead vegetation stains on a pool. 
NOTE; acids are used to set dye, the citric acid is added to fruit drinks and is a reason they stain stuff so well. Do not use it to remove food and natural dye, however you could use it to help dye eggs or clothing.

what is the ration mix per gallon of water

For my use, it depends on what I'm cleaning.  Hard water in the bottom of a water distilling unit, I make it stronger than if I'm using it to clean water stains on a glass shower.  Even less if I'm rinsing glasses to remove water drying spots.

Would this be good for driveway stains?

Citric acid seems to break down particulates such as stuck on food particulates on glass & enamel cooking containers & lime & calcium deposits around kitchen & bathroom sinks, tub, showers. Driveway stains are often oil & grease based, for which ammonia or vinegar work best. You might try mixing citric acid & vinegar (not ammonia—you’d have to do that in 2 separate stages). It’s worth the purchase to experiment, as citric acid comes in 5 or 10-pound bags & is so useful around the house.
