When you use the washers, does the back part come out smooth?

It flattens.it's flush enough that it does not scratch or snag. Don't know if it's completely smooth.

Would these work to create a hinged joint (one that can easily move) with cardstock? I'd like to make paper cut-out puppets with joints that can move.

you would probably need teh two piece sets with washers on the back to create hinged eyelets. These do not have washers.
