Does the solar panel recharge the battery

I haven’t checked that out yet but the wind up charging works brilliantly. The radio tunes in beautifully and I haven’t put any batteries in as of yet.

Yes, but the NOAA (emergency weather forecast) is only relevant in the USA. The UK has launched an Emergency Alert Service for mobile devices in 2022. So you could certainly use this to keep mobile devices charged.
