Without a stand will the equipment rub the floor with use this wear out the bands and straps as well mar the floor?

This equipment comes with a rubber mat to lay on avoid moving therefore avoids scratching the floor. The bands do not touch the floor.

does this have legs that give it height or is it right on the floor?

It's on the floor but comes with a nice matt.

Where can i purchase the rebounder?

The rebounder comes with the machine.

I see the deminsions are 46.6x9.8x18.6. If 46.6 is length, what are the other two? It doesn't look like it's 9" off the ground but 9.8" wide is small.

Those are the package dimensions. 86 x 21 x 26 inches assembled.
