Can this be used with an outdoor amplified antenna?

My antenna isn't ..just old style rooftop and this booster ..on a good day 32+ channels

The simple answer is does your tivo have a coaxial input for an antenna. If so then yes it will boost your signal .

What kind of cable is needed? can i use the existing rg59 cable?

You can but rg6 is considered better. The unit comes with two probably rg6 . You will need a run of cable from your preamplifier to your amplifier both come with this unit. (The distance from your antenna to your TV.)

How to keep the pre-amp on? It seems that the pre-amp turns on and off whenever with no specific condition causing it to go on and off.

It turns out that this amplifier kit is POOR quality. The same happened to me. I replaced it with a GE (General Electric) Distribution Amplifier. I have two (for two separate antennas) and they perform flawlessly.
