That's way way smaller than 4mm, 2.38 mm to be exact. I did not have that size, but do now. **Q: 3/8" fit for 9mm pipe?** A: 3/8" equals 9.52 mm so if your pipe is 9 mm the collar will slide on . There might be to much clearance for what you are specifically doing - just depends. If your usage is extremely critical then pursue a mm dimensional collar, if not a 3/8" will suffice. **Q: To hold a 5" wheel 5/16 bore, using 5/16 collars, should I also use 5/16 flat and lock washers ?** A: I would say a flat washer.
