Does it come with the hoop skirt?

I have "granny arms"! The sleeves look tight What is the measurement of the circumference of the arms?

Presently packed for shipping so I can’t measure but I can say arms aren’t tight but the chest is . Worked for me though ...

I'm interested in the white & blue dress since its a colonial style. is it made to fit a double pannier petticoat underneath?

I do not know what a Pannier style is, but I used a 4 Bone Hoop Skirt Slip underneath and there was still room to expand the dress out further. Anything more that what I used would make sitting difficult. XS or S blue&white dress w/full pannier? Reviews suggest the dimensions have changed. 4’10” tall, shoulders 13, chest 32, waist 26, hips 34.

I ordered the red dress. I found that it ran small. I even ordered the next size up to be certain it would fit. The chest was too small. I am 36 chest, 34 waist. It fit everywhere except the bust. I couldn’t zip it. If I was smaller on top it would have fit perfectly.
