Can you buy a collar only?

Yes, we were able to buy additional collars.

Will this fit for my shiba inu puppy? She is currently 4 months old 13lb. I am not sure the size of her neck

The mini Educator has a collar that can be adjusted up or down. We have a working line GSD, and fitted him with the collar when he was about 4 months old, Our trainer adjusted the collar and showed us how to use the collar. Each dog is going to be different so it would be best to have a knowledgeable person to fit your collar and show you how to use it. I am not familiar with your dog, so I cannot give you specifics, a qualified dog trainer would be your best hope. I can say that the collar does what it says it will do, a trainer showing you how to use the Educator will be invaluable.

What's the purpose of the glove? What should we do with it?

It's just an extra. You can use it to brush/groom dog's hair. Has nothing to do with the mini educator.

Does it work on small dogs?

Please, please, please, get a decent trainer to show you how to use this tool of the dog training world. It works on all dogs, however not all dogs need a high level of correction. If you don't know HOW to use this CORRECTLY......you're just hurting your dog!!!!
