Does this come with the dropper as pictured or not?

It didn’t come with the dropper for me which was so disappointing!

How does this compare with the Avoplex cuticle oil?

Cannot compare because I have not used Avoplex. OPI though is highly recommended. Has a dropper inside to control applying oil to cuticles

How to thin polish when thickens?

Although "how to thin nail polish" appears under OPI Nail & Cuticle Oil, I will try to answer. Nail polish thinner is out there, it's hard to find and usually overpriced. My favorite colors don't usually have time to thicken but colors saved for special occasions can get too thick to be useful. When that happens, I add a few drops at a time of acetone-based nail polish remover that doesn't offer to condition nails or soften cuticles, while holding over the stainless steel kitchen sink or laundry tubs. Using remover or commercially prepared thinner tends to dull nail lacquer, easily fixed with an extra coat of high gloss top coat. I use OPI almost exclusively but prefer Seche Vite for the final coat and to maintain a glossy finish between manicures. Hoping this helps
