A review said this unit will not work with US power outlets, is this correct?

This is not true. We just sent a UK adapter to a batch of products last year, but we corrected the shipment in time and resend the correct US adapter to all customers. But All the equipment currently in the inventory is Equipped with the correct US adapter, You can buy it with confidence

Can this be used to monitor a console port on a server?

Yes, should work perfectly for that. Connect this box to the RS232 port on the server then you can telnet into the box and have virtual connection over IP to the serial port.

Could i use a tcp/ip client to connect to this device then send and receive data as if i am connected to the serial port directly?

It could work as TCP server so your TCP client device can connect to this device directly. But you need to configure the relevant parameters according to the application via webpage or setup software of USR-TCP232-302. Thanks

What is the size of the dc barrel connector? i want to use this with a poe+ to 5v converter and need to make sure i get one with the correct connector

It is a typical barrel jack accepting a mating plug of 5.5mm outer diameter. Center pin is about 2 mm.
