Seems to be but I’ve only tried it out doors. Frankly, I can’t tell it’s working to keep my neighborhood’s cats away from my porch. I’ll keep trying this product but it’s very doubtful I’d ever buy more.

Will I have to respray the areas after it rains?

As the product states that you have to re-spray all areas pretty regularly (daily for the first week? than yes, I would assume that it would be best to respray after a rain. Hope this helps.

Is there a more permanent, lethal alternative instead of tip toeing around the real solution to an uncontrolled population?

I am not doing well with this question, it is not my desire to harm these animals just keeping them away from my patio or widows is fine for me !
