Does this come with the bell hanger? And also the guardian card?

Bell Hangers do not usually come with Guardian Bells unless noted in the listing. They do all come with a split ring (key ring). The bells all come with the story on a folded piece of paper on the inside of the black gift baggie. I hope this answer helps!

I can see your confusion as the initial description says riding bell or key chain. What it means is you order the bell. The choice is yours then whether to use it on your motorcycle ( riding bell) or place it on your own keychain. I ordered the bell and that is what I received. It is a quality item, came in a small soft pouch and my motorcycle gal friend loved it. Hope this clears up your confusion.
