can this be cut with scizzers to fit a window

It depends on the size of the window. If it's a small window, you might have better luck just putting up some frosted contact paper. It will do the trick and cost a LOT less than the shower. But if it's a bigger window, the shower curtain will certainly do the trick.Good luck with your project!!

Is it clear or frosty?

It is a little frosty, but you can still see through it. It is a great shower curtain!

Does this liner have magnets on the bottom to keep it against the tub? I can't tell from the pictures.

Very disappointed that there are no magnets. I thought all liners had them...ugh.

Is this curtain soft/pliable plastic that kind of drapes or is it stiffer?

It drapes fine, but the shower curtain plastic is much stiffer than the average shower curtain.
