Q: Does it stay down? Is it plush

It lays flat and it is plush. It is very soft. We have it under a loft bed so it may not lay flay out in the open. We have not had any trouble.

I definitely wouldn’t cut this rug, it would be frayed and ruined.

Q: Will Hot Wheels type cars get stuck in the fibers?

Yes. Very comfy but hot wheels will get stuck.

Q: Is there a memory foam in the 6×9 feet lug? I see a lot of reviews saying that there is no memory form.

No memory foam is not a downside to me. It is still very soft and has thin padding.
