Does this seat have tether anchors?

The latch/anchors do not secure a child in a booster seat. The seatbelt does. The only purpose of a booster seat is to put the child in the correct position for the seatbelt. The only purpose for the latch/anchor (on a booster seat not a car seat) is to keep the seat in place. Does not affect its safety.

A latch system is not required for a belt-positioning booster. It is the seatbelt securing the child to the car, and the booster just helps position the seatbelt correctly. The latch system is only needed to keep the seat in place when a child is not riding in it.

Do the cupholders come off on this backless booster?

I don't think they come off, no. But the good thing is that you can push them in if you don't need them, even one at the time.

What is the width with cup holders pushed in?

According to the specs it's 16.25" wide. The actual width without pressing the seat cushion in is around 16.5"
