Will this cut Sunbrella fabric

It does a horrible job on cutting Sunbrella sending back for refund NOT HOT enough only half cuts if you go very slowly.

The manual refers to a temperature wheel. What is that? I find no wheel on the tool.

Your right there is no adjustment wheel. Perhaps that explains the lesser cost on this one. When I received this one I needed it quickly so used it. You can however get good temp control by doing a trigger pump.

Is this hot knife okay to use on fine fabric such as chiffon or polyester silk/satin...fabrics that fray at the edges if not sewn?

Chiffon, polyester can be hot-cut, silk and cotton and linen are not easy to cut. Chiffon, polyester fabrics can be edged

is there an insulated mat to use with this heat knife so I can be assured of making straight cut by holding down?

No. I bought 12” metal flashing as a back to cut against. I taped a strip down the length of my cutting table to protect it.
