Why are these calles swivel rods? What swivels? And are they telescoping type rods?

Swivel End Sash Rods swivel on one end for easy access to the window during washing or opening. This design allows you to easily pull/swivel the rod away from the bracket to have clear access to the window.

Does it annoy you a bit that the hardware is visible?

Rhoda, I had these in my old house on a door with a glass panel. The rods were white but the hardware was chrome-like. I hated that the hardware showed up as much as it did. I ended up spray painting the brackets white to match the door and it really did help. They didn't show up as much.

do you install the bottom brackets upside down to the top brackets?

We installed both brackets facing up. once the cross bar is installed you can pinch the bracket closed and it holds just fine.

Could you install this on a storm door?

You need to drill two holes in each side. I don't know what your door is made of. Wood? Then, yes. I don't think you could drill through metal.
