Hi, it comes with a usb cord, you can plug it to power bank, laptop, USB wall charger, car charger, etc. to charge the fan.

Does this fan can be attached to the stroller?

Possibly. It comes with a metal piece that snaps into the handle so you can attach it to something. But the metal looks kind of flimsy so I'm not sure how well it would stay in place. It is a really good fan though.
