This phone isn't unlocked. You should be able to change the language of the phone in the settings though. If you are wanting to buy an unlocked phone then I recommend getting one at Walmart or best buy. You may pay a bit more but you know that you are getting a quality product that hasn't been already used or altered. When you buy unlocked phones on amazon there is no way of knowing that you are getting what you pay for.

If you buy it without a contract, it is unlocked. I bought the no contract one and I had no problems with it on the Consumer Cellular network.
