I opened my can of treacle (fresh, store bought, never opened) and i saw some white or metallic flecks on the surface of the syrup. Is this useable?

Flakes from the lid. You can remove them with a spoon and use it but scrub the inside of the lid before putting it back on.

Do I need to refrigerate after it is open if I don’t use the entire can?

No just put the lid on tightly - it will keep for 12 months.
