Yes because it works with the original versions of the Supaboy, but not 100% since I don't have an S to test it with.

does this come with the donkey kong country trilogy?

if you ordered one with a pre loaded sd card yes. you can also put almost any rom on it you want. it just wont play games that had special chips built in.

What do I do if I turned off the console while a game is loading? It doesn't work now.

you just bricked the card,the only thing you can do is ask the seller if he can replace it .

What are the game limitations? Yoshi's Island? Mega Man X2/X3? The unofficial Star Fox 2? Will these play?

Any of those later games won't run on it. This includes Super Mario RPG, any Star Fox game, etc. The everdrive doesn't have the chip needed to run them. I can't get Mario Kart to work either.
