are any of the pieces the same as those found in the classic 200 piece plastic set from a few years ago?

The new tinker toys do not fit the older version. For example; the sticks are fatter and are too large to fit into the holes in the older sets.

how small are the smallest pieces? i have a preschool who loves to build but also a toddler.

We purchased this for our 3 year old who LOVES to build. It is nice because the pieces are flexible and easy to put together. The pieces are bigger than legos, but some of them are smallish, so if you have a younger child supervision will be needed to ensure they don't try to "eat" the smaller connector pieces.

Do the wheels move/roll?

Yes, there are "wheels" in the set that have a through hole and will spin on a rod put through the hole.
