will this live outside plant, and does it come like the picure, thanks

Mine came like the picture but the cups soon died off and didn’t come back. It’s because conditions here in UK aren’t ideal for tropical plant but it’s quite hardy. You can keep outside only in good summer weather but has to be inside in winter and even autumn

Should you fill the pitchers with water?

That was the instruction I was given. It was mentioned that rain water is best to use. My first plant lost all of the bulbs quickly, but the seller replaced. The second one lasted some time before all of the bulbs died and I had to remove them. I trimmed the dying leaves and it lasted longer, but has recently all turned brown. Quite sad, as I named it "Ryland" and we had a chat each day. Spectatcular plant.

It needs to be watered with rain water and yes give it some live bugs. Some full sun but not all day. Mist leaves with rain water as well
