Can you use it on water based ink

This capillary film would not be suitable for use with water based inks - it is recommended only for use with conventional, non-aqueous printing inks. Hope this helps!

Can I remove the ups o ez film with just water? Or do I need emulsion remover

You will need emulsion remover, I use a dip tank and have been very happy with the results
