Is the purpose of the paraclip to attach to the toe of an MOE stock in order to use a sling? I just need verification before purchase.

The para clips are the hardware that you use on the ms1 sling for your attachment points, it can be used with other slings as well. Magpul has a one point attachment clip adapter as well. Para clips are really for attaching to open style sling loops

what is the thickest attach point this can handle?

I would say 1/8 of an inch. The two sides (clips) have to come together fully to be able to slide locking pin in place to prevent accidental opening.

Will this attach to the rear buffer tube plate on an ar15

No, it will attach to the loop on the ms 3 sling, QR sling attachments and the magpul RSA.
