Impressive
I am honestly really impressed by this neck fan, especially for the price. Right out of the box, it feels surprisingly well-made and durable, even when bending/folding it. It also looks pretty cool for what it is, and I appreciate the little storage bag that it comes with. But what matters is how it works, and this thing really does work well. Granted I have only used it indoors, so I can't speak on how well it'd perform at a theme park/on a walk/etc. But in terms of indoor use, it's really really great. I'm a heavy sweater and this thing has provided me with a massive deal of relief. I first wore it while cooking in a very hot kitchen on a 95 degree day, for about 40 uninturrupted minutes, and I literally did not drop a single bead of sweat the entire time. That's when I knew that this was a fantastic product. It's simple to operate (with only two buttons), and each of the three speeds are pretty noticeably different from eachother. It's not hard to twist the "arms" in order to find a comfortable position. I appreciate the option to toggle the "back" fans on and off, as sometimes the arms provide more than enough air (this also helps preserve the battery). And it doesn't feel uncomfortable to wear, even after long periods of time - it's not heavy on the neck whatsoever, at least for me. I guess the only con would be the battery life, and it's not much of a con in all honestly. At the highest speed with all fans running, I can get less than 2 hours out of a charge, and it takes maybe an hour or two to fully charge back up again. That's not even that bad, but the charging period does feel a bit long when you're waiting to use it. I've seen other neck fans with higher battery capacities so I'd love for a "pro" version of this fan. Then again, it really can't be beat at such a low price, especially if you can get it on sale (it frequently hovers around $20 which is an absolute steal for the quality). I'll be sure to update this review if it suddenly dies or stops working or anything, since I've only been using it for a couple of weeks so far. But as of now I am extremely happy with this product and I can emphatically recommend it.

Not great
Not as cooling as expected.

It actually works really well!
I use it while mowing in the Florida heat and humidity - and while it doesn't stop you from sweating, it does cool the area around the neck helping me feel cooler, and the fan is just strong enough to keep the air moving around my face and ears without being too aggressive. A lot of reviews say the plate stops being effective because it becomes 'heat soaked', that's not accurate. It's your neck, or rather where the plates touch your neck, that become 'cold soaked' - the plate themselves continue to be cold so I just adjust it to keep the cool moving around. Is this the same as an air conditioner in your car or house, no. It's more like an ice cube (but not as cold, mind you) that doesn't melt that you hang on your neck. Also, the air the fan blows is NOT cold, keep that in mind. If the ambient air is hot, it's going to be blowing that same temperature air at your cheeks - still better than stagnant air tho. Battery life is meh, not short, but not particularly long, so on a longer day I'd bring my portable power pack to keep it running. It's also not heavy, when I was digging up a few sprinkler heads it never felt like it was getting in my way. Does give 'neck brace' vibes tho, but not overly restrictive anyway.

#2 neck fan on the market!
Bought this after watching review videos on all the top neck fans! This was #2 to the #1 being Torras which is $299. Best option out there in many categories. Blows cool air and has great battery life! Highly recommended!!!!!!!
