How long does it take if full charged？

Can be full charged 5 hours on 5V 1A current (such as adapter of IPHONE)& 2.5 hours on 5V 2A current. It takes a long time to recharge because of 3000mAH large capacity, for example: 1200mAH can be recharged in 2 hours on 5V 1A current.

Can it charge and be used at the same time?

Can I put this clip lamp on a tabletop as a table lamp? Why is it unstable and falls over easy sometimes?

Yes, you can. But If you lower the Flexible Gooseneck down too far, the lamp's center of gravity will be shifted, this may cause the lamp to fall over. You can clip on book (or others) to increase the weight of the base
