Is this suitable with turbo diesel engines with a catalectic converter?

Okay it goes in the sump and makes the oil sticky. it is not part of the combustion, do no put it in fuel tank, its is lubricating oil not diesel. my car and van both are diesel the additive make the engine quieter, and holds oil on bearings etc. I've used STP for years, all my vehicles improve with it. NOT FUEL.

Do I have to add it when I change the oil (to the new one) or to the old oil before the oil change?

Add it to the engine after your oil has been changed. I always warm the container, in a jug of warm water, before opening it then add the oil additive to a warm engine, then run the engine for a few minutes to circulate the additive around the system.
